When you do a reboot or first power on the system, Gnome Software requests metadata update for rpm-ostree (as well as flatpaks) so this causes a busy state reported by rpm-ostree status. Once this is complete rpm-ostree status will report idle. Usually after a couple of minutes. If it is taking extra long to update rpm-ostree then it is likely the network connection speed as everything seems to be slower right now.
