When I first installed Fedora 44 KDE, I chose to install to both the SDD and HDD I had in my system. But programs are opening very slowly, and Steam is installed on the HDD. What should I do? Reinstall the system?

You’ve installed the main system onto the slower hard drive, which will effectively slow everything down in comparison to how quickly it could operate if it were all installed on the nvme drive.
Easiest thing to do would indeed be to start again and ensure you put the main system onto the nvme and use the spinning rust for anything else that does not fit onto the nvme drive or is not so important to your use case.
