Plasma has stopped turning NumLock on at startup in X11

Anyone else seeing this? I have Keyboard → NumLock on Plasma Startup set to “Turn On”, but it stopped working after I accidentally switched my graphics engine to X11. Anyway, NumLock now gets turned on at startup properly, now that I have switched back to Wayland.

One complication is that I am switching back and forth booting between Fedora 38 and Windows 11. WIndows 11 sets my NumLock on at startup just fine. If I go back to Fedora and logout/login repeatedly while switching back and forth between X11 and Wayland, it’s consistent: NumLock turns on in Wayland, doesn’t in X11. Personally this is a “wontfix” for me since I like Wayland just fine.
