Yes. Only packages that fix release-blocking bugs or get a special exception can go into stable after the Final Freeze (which for F33 was on October 6th). Once F33 is officially released, all those packages will be in the Fedora 33 Updates repository as zero-day updates. More details here.
So, if you are running F33 beta, this shouldn’t make a difference because as long as it is “pre-release”, the updates-testing repository is enabled . So you receive all updates.
The fedora-release/fedora-repos (not at a machine to check the exact name of the packages) stable update came in 4 days ago which disabled the testing repositories. So most F33 setups seem to be in a limbo between testing (disabled) and updates (hold back until release) for now.
Edit: All my machines are running Fedora Silverblue 33. I hope/assume the situation is the same for Fedora WS 33.
