I’m not saying that I will do it, but what is the process to become the new maintainer of an orphaned package?

As to why a packages was orphaned, this might not always be an easy question to answer. Sometimes packagers announce that they are orphaning packages on the “devel” mailing list, some don’t. So you might be lucky and find an explanation in the mailing list archives. Otherwise you can probably assume that the original maintainer just isn’t interested in the package anymore, or that they no longer have time to maintain it.
