If you have confirmed that the file is in the wrong directory you probably should file a bug report on that, and can propose the update to the instructions so they are more clear and concise (and correct).
There is a fedora docs team that might appreciate the heads up to fix it.
I found a contact email for the openvpn.net project and will send them an email.
