Not allowing boot from usb

I am trying to boot Mint from a usb. no matter which boot location i choose in bios it always reverts to Fedora. What am i doing wrong?

Either your USB stick is not getting picked up before the Fedora partition, in which case check your boot priorities in the BIOS, or the USB stick is not bootable.

Could always stick Ventoy on there, then place the ISO on the stick and boot is though Ventoy - saves having to burn the ISO to the drive and hope that whatever you’re using to burn the ISO and make the partition bootable is doing it correctly.
