Hey, this happened to me too. I found this post helpful:

There are couple of links, and the issue with mesa has been reported and is being worked on, so a fix will come with the next update.
In the meantime, I used a virtual terminal/TTY to do sudo dnf downgrade 'mesa*' --refresh
as suggested because I didn’t have any other terminal emulators other than Ptyxis installed. So far I have almost everything back, but gnome-software is still borked. Hope it helps!
Edit: It seems that even gnome-software is working again after a second reboot.
