what is the difference between these two?
I think both are using a different background image. Did you see a difference when trying both?
I did not see any difference and both seem to take my own background after I click Apply Plasma Settings.
My goal is to reduce the number of resolution changes during boot.
Icons and default wallpaper should be the only material difference between them.
Switching is not likely to have any impact on the resolution during boot and startup.

May be you should switch to the new Plasma-Login-Manager. It supports different resolutions and HDR.
Where is the new Plasma-Login-Manager? I do a dnf up -y regularly but have not seen anything new

You have to switch manually in Fedora 43. It is the default in Fedora 44.
I switched that way:
sudo dnf in plasma-login-manager
sudo systemctl disable sddm && sudo systemctl enable plasmalogin
restart
sudo dnf rm sddm sddm-kcm
Why not set the backdrop to be one colour, no faffing about with images, etc. Just a solid colour (I use grey) and there can be no change of anything changing any resolution.
