Location service can't be disabled

I am new in Fedora, i start with a newest version 33. Problem what I have is i can’t turn off location service. I actually do that in settings , but gnome maps and gnome weather service are pulling a location from somewhere no matter if is turned on or off in settings. Firefox is still asking me to use my location.
So, my question is , how I can disable location services on Fedora33 OS ?
I am using OS on my laptop, HP elitebook 840 g2 . Laptop does have a 4G module , so i was thinking that is a reason for finding my location. but even if I take it out from laptop , problem is still there.
Also , I am connected to a second router with a VPN .
