Limited CPU frequency after resuming from sleep

I recently installed Fedora 42 on my HP laptop. However, whenever I resume from sleep, the frequencies of my CPU are not automatically set to the maximum when plugged in. For example:

pstate-frequency <3.15.2>
    CPU_DRIVER   -> intel_pstate
    CPU_GOVERNOR -> performance
    TURBO        -> 0 [ON]
    EPP          -> performance
    CPU_MIN      -> 23% [1081MHz]
    CPU_MAX      -> 36% [1700MHz]

This output shows that the frequency is being limited to 1700MHz instead of running at 4700MHz.

I also ran cpupower frequency-set -u 4700MHz, but nothing changes.
I tried running echo "99" | sudo tee /sys/devices/system/cpu/intel_pstate/max_perf_pct, but I get the same result.
