HEVC (i.e. H.265) support needed for HEIC images. It cannot be shipped in Fedora as that codec is encumbered by patents.
libheif in Fedora provides the generic support for HEIF image containers, but only if they do not carry the HEVC payload, and use a free codec instead, like AV1 (aka AVIF image also supported by libavif), JPEG 2000, or ordinary JPEG.
