EPEL is not for Fedora! EPEL is a repository for Red Hat Enterprise Linux and other Enterprise distros, basically Fedora software for enterprise Linuxes.
May I ask why you want to live patch a system? What are you hoping to gain?

and then I’ve read that
“Extra Packages for Enterprise Linux (or EPEL) is a Fedora Special Interest Group”
So I wondered, if it is maintained by fedora, why there not should be a fedora repo for.
And nowhere it states, that it is not available for fedora.

This usually is used to avoid a downtime, to circumvent the need of rebooting a system after a kernel update.
OK, could be misunderstood. It’s maintained by the community, same as Fedora, and provides software that is already in Fedora but, for example, not in RHEL or Oracle Linux (OL) repos. Then RHEL or OL users can enabled EPEL to enjoy software that was built for Fedora.
But what about libraries? They require a restart of the process they are used in? What about restart of services. What about glibc? Think of systemd…
My take: If your server application can’t take a five minute downtime during a scheduled reboot in the middle of the night, then you need to architect a system with backup server(s). And then, nobody will even notice that one of some servers rebooted.
