Kinoite power management settings don't work

I’ve installed Kinoite (42). I’m very pleased with it except for one point, its power management settings. I can’t get them to stick. I’ve installed Kinoite on both a laptop and desktop computer. The power management settings I’ve selected in Settings seem to be reflected well in ~/.config/powerdevilrc, exactly as I entered.
However the settings don’t work. This is a particular nuisance on the Dell laptop because if the display sleeps even on AC after a short time it doesn’t wake up again. I have to hold down the power button to shutdown and then turn on again.
Perhaps I might mention that this problem doesn’t occur with the Fedora Budgie atomic desktop. I prefer KDE over Budgie, but it’s such an issue I may have to install Budgie instead. I’d like to know if there is any workaround or if I can I install another app to better manage these settings.
