Keyboard layout icon is not aligned to center and not properly scaled

I’m using Fedora 43 Kinoite and I have a vertical panel with keyboard layout icon as a country flag. And after update to KDE Plasma 6.5.1 that icon was shifted to the left a bit. I have fractional scaling 125%, and changing it to 100% fixes the issue. The problem is not occurring for text layout representation, only for icon mode.

Reproduction steps:

  1. Create new user
  2. Move main panel to the left\right side of the screen
  3. Change keyboard layout widget style to icon (or icon + text)
  4. Change scale factor to >100%

It’s reproducing for any scale factors >100%, it’s just more noticeable for a bigger values. And for 200% it’s obvious that this icon is not scaled properly as other tray elements.

You can see several screenshots showing the problem.
And there is another guy that also encounter such problem on Fedora Kinoite. But KDE folks are unable to reproduce that issue and suggested to report it to Fedora.

So, can someone please suggest, what can be reason and where I can report it if that’s not a proper place for it?

This seems to be an issue with how Fedora 43 and 44 render COLRv1 version of Noto Color Emoji font.
Until this gets fixed, you can revert to a non-colrv1 version of Noto Color Emoji by downloading and installing directly from here. I can confirm this fixes the problem on my system.
