The 6.19 kernel RPM has been released but it lacks the gpib driver.
This driver is newly available in mainline 6.19 kernel (having been in staging for some time).
Does anyone know why Fedora is not including it in the RPM packages?

Likely because nobody asked for it.
Submitting a bug report to https://bugzilla.redhat.com/ explaining why it makes sense for Fedora to enable this and what you think it wise to enable will do the trick.
Or even better: submit the necessary changes directly here: cki-project / kernel-ark · GitLab
