Issues with stand-by and USB - where to file a bug?

I’m looking for advice where and how to file a bug, because I suspect this is a kernel problem, not a Fedora problem:

I often connect and disconnect my docking station with external screen and USB devices. My laptop has always had stability problems that I suspect are related to that.

What keeps happening is that the laptop fails to wake up from sleep (screen remains black) if I disconnecting the docking station while the laptop is closed and sleeping, and then open it to wake it up.

Another problem is that the USB devices of the dock are not recognized after connecting the dock (verified with lsusb that not even the dock-internal USB hubs are recognized). Once that happens, the laptop always hangs when trying to reboot.

I suspect that those problems are linked.

Have you checked to see if there are any available firmware updates for your hardware (both your PC and your docking station)?

Otherwise, you’ll probably need to find some sort of error message before you will be able to make much progress.

You might skim though the reports here to get an idea of what sort of messages the developers are looking for and how to retrieve them.
