Below is my hardware configuration and network log.

Fedora Linux 39 (Workstation Edition)x64_Firmware Version 1.31.1_GNOME Version 45.2_Windowing Version X11_Kernel Version Linux 6.6.8-200.fc39.x86_64.

Electronic equipment:
1.Dell xps-15-9560-laptop
2.Dell Thunderbolt Dock - WD19TB
3.Intel(R) Wi-Fi 6E AX210NGW(Version batch;TA:M17633-003)

From the network logs, we can see that there are several places with warn

device (enp11s0u2u4): state change: activated -> unmanaged (reason 'removed', sys-iface-state: 'removed')

I am not sure, but it seems that the interface is going away.
It would be worth looking at all logs leading up to these logs to see what other services and the kernel is logging.

Also check that you have the right power supply for the dock and laptop.
My IT people gave me an under powered supply once that lead to issues.

Just to elimination some possiblities:
What is on the other end of the wire? Switch or router?
Have you tried connection to a different port?
Have you tried a different cable?
