Issue with upgrade system from Fedora 42 to Fedora 43

The issue is upgrade - I tried several times to run the:

sudo dnf clean all
sudo rm -rf /var/cache/dnf
sudo rm -rf /var/lib/dnf/system-upgrade
sudo dnf upgrade --refresh
sudo dnf system-upgrade download --releasever=43 --refresh --allowerasing --best

then

dnf5 offline reboot

But nothing changed.
Repo and system are still Fedora 42.

cat /etc/fedora-release

Fedora release 42 (Adams)

The issue with the upgrade was not all based repos being enabled.
