@dorfsmay, I’ll elaborate when I can confirm (upon switching between cellular WAN and broadband LAN IP addresses). Otherwise, I’d be wasting your time with presumptions. 
Absolutely correct, but users are tracked regardless of ip address used by site cookies. So the two different means of tracking are not directly linked though consistently having the same IP or group of IP addresses makes tracking more reliable. Cookies make identifying the IP in use easier.
