Dont understand why I would need this lib on a 64b system, and if commonly required, why the package didnt note this dependency and install it.
Steam uses 32 bit libraries - it even uses 32 bit libraries from Ubuntu 12.
That library you refer to is provided by

I’m surprised it’s not already installed on your machine. You don’t provide any tags - are you using KDE or Workstation and what version of Fedora are you running on?
Workstation. Installed from the software store directly. Also did a dnf install on the library it stated was missing, steam still didn’t start.
Which ‘software store’ was used.? For me the most reliable source is the rpmfusion-nonfree-steam repo.
I had installed the rpmfusion repos. I managed to get it installed. Still havent been able to get a game to launch.
Have you tried launching steam from the command line or are there any other messages in the steam logs (might be useful to remove all the logs, launch steam and then view only those logfiles which have been created)
I have tried this on my other Fedora machine (more modern AMD Ryzen) and it worked fine.. I think Fedora is having trouble on the old 2012 MacBook Pro. It was installing updates last night and would not reboot, so I am reinstalling.
