Initial connection to the internet by Fedora Server Rawhide is not consistent

After updating 1 installation of ‘Index of /pub/fedora/linux/development/rawhide/Server/x86_64/iso’ during approximately 2022-01 or the start of 2022-02, my connection to the internet is weird: after boot, I am not able to connect, but if I wait 1 utterly variable amount of time, it eventually connects. After initial connection, the stability of the connection is normal.

I am not able to ascertain what causes this. Please assist remediation of this.

Could you please post this topic on the channels that are ear-marked for rawhide discussion? Rawhide is untested, unreleased software so it is mostly only used by developers testing out new versions. Not a lot of us on these forums do that—this is mostly for users using released Fedora versions.
