There was a static version of Fedora Packages in the work - Overview - fedora-packages-static - Pagure.io Despite the name, it still requires server backend for search, so I’ve patched it to just generate clickable index files and hosted on GitHub.
Search doesn’t work, but everything else should be immediately usable.
