I want to install it from the official Fedora website, not an untrusted third-party website. On the official website I can only download the latest version (38), and the archives only include until version 36.

In case you want to create a boot usb-stick, while using Fedora Mediawriter, you can also download direct from the tool a official fedora image (almost any of the available iso files; actually F36/37/38 ).
You can find information and a link to the documentation in the download section of the Fedora Wrokstation.
