Is it possible to assign a partition of an ssd for use of a specific user?

Yes
With the proper mounting and permissions a single device/partition can be assigned to be used by a single user.

The simplest way I know would be to mount it under that users home directory.

You are not limited to mounting under the users home directory you can mount anywhere that makes sense to your use case.

Just make sure you set the ownership of the mount point to be owned by the user’s uid and gid.
