How does Fedora (Gnome) implement kinetic scrolling?

I have been trialling Fedora and despite liking the distro overall, I am likely going to use Arch as I find the battery a significant improvement (5W average, with regular drops to 2/3W in Arch vs. 10W average in Fedora).

One thing which I really like is the kinetic scolling, which is available throughout the desktop in Fedora. From Nautilus to text editors, web browsers etc.

I have to replicate this elsewhere - including checking out mtracks, but had no real luck.

If anyone could point me in the direction of how this is implemented in Fedora, I would really appreciate it. Thanks
