How do I submit a report, via `nano`, invoked by `abrt report`?

I’m trying to re-submit bugzilla.redhat.com/show_bug.cgi?id=2411800#c29 as a separate report, due to bugs.kde.org/show_bug.cgi?id=514016#c5, which I believe that abrt report permits (gnome-abrt might, too, but IDK). However, when I attempt to submit it, nano appears, [1] and I do not know what it wants me to select: [2] [3]

If I can, instead, skip this section, I’ll modify it via RHBZ’s GUI after submission.

Solution

Control + C worked to bypass it, at least:

No changes were detected in the report
This problem was already reported to Bugzilla (see 'https://bugzilla.redhat.com/show_bug.cgi?id=241180'). Do you still want to create a new bug? [y/N] y

However, it turns out that abrt’s duplicate locator is too aggressive:
