how do i create a new keyring for applications such as browsers on fedora such that it asks for password or fingerprint everytime i reopen it

You can change password on the current keyring:
Keyring Authentication required prompt every login - #2 by vgaetera

Apps store secrets only in the default keyring, so creating a new one is unnecessary.
