I just reinstalled Fedora and am using Gnome Classic.
I can get large text in Fedora’s menus, and in the top and bottom panels, by using Fedora’s “Large Text” option in Accessibility and/or by using Gnome Tweaks and its “Scaling Factor” in Fonts. But these ignore the listed font choices and weights.
I can get large text in Vorta, Calibre, and some other Qt apps by using Gnome Tweaks and picking a larger font size. But these ignore the scaling factor.
If I use both, then I get very large text in what are presumably Gtk apps.
Firefox has its own settings, as well as the option to use user css.
Steam ignores everything, even its own style file.
