This would not work.
Performing a distro-sync on the live image would be totally pointless.
OTOH, mounting the entire installed system then using a chroot or using dnf with the --installroot option could be done to sync the installed system to the repos.
That’s not what the OP wants to do here, since the task is to convert the main key then re encrypt with the new parameters. I left the option for the OP there to update the ISO, since in earlier post it was hinted that Fedora didn’t have the updated luks packages, but I just checked and they do.
So no further need for the Arch ISO after an install just to ge the luks features, all can be done from the Fedora Live ISO and a chroot as OP preferred.

I think this is possible to do, but you would have to do manual partitioning with the advanced blivet gui of the installer to do this. For Silverblue and the atomic variants, I think it matters more the layout, than the underlying filesystem.
I meant to install ZFS after the fact, to even get the ZFS modprobe’d, so you can have drives with it. If you look it up, there’s numerous issues with ostree and zfs together
Oh I can imagine there is. for starters it’s not truly FOSS, so the Fedora project would be luke warm to it’s inclusion. XFS is promoted by RHEL for servers, and is the default on Fedora Server I think. I prefer butter FS but I also much prefer Gnome over other DE’s, except maybe Sway/i3.
So @novumgain is currently at trust level 1, which removes the posting limit. To attain trust level 2, is easy, just read other posts around here, like some if desired, and basically spend 15 (not necessary to be consecutive) days visiting the site, so likely soon to come.
Will try. Life is complicated with medical conditions, I can’t be on my pc too much per day, and I have to limit myself on what I do. But will try for that – that said, this thread isn’t quite ready to be closed yet. My NAS isn’t reencrypted yet, I’m just setting it up still, before I encrypt it.
Understandable, the days visiting don’t have to be consecutive, and I don’t see a time minimum of the visits …

That’s a fair point – I didn’t really know what to call it, so I named it this; I have trouble communicating due to being on the spectrum… But I do suppose I could probably come up with something better. Thank you for that hint.
