Depends on what you want to do.
Personally I dont install the design lab, i just go and download what i need when i need it, like Inkscape.
If you want to contribute to Fedora, there is a design team who do graphics, brochures and website layout and etc.
If you want to contribute to the design lab, I have not seen an active team for that, many labs are historical.
