Article Summary: Announce opening of Flock CFP

Similar in scope to previous CFP announcements, except this year I’ll be putting all the information into the magazine article that announces CFP opening and using the community blog to do reminders as we get close to CFP close.
This article may also include information for travel sponsorship form, as we want to try to coordinate opening up the CFP and the travel sponsorship. If the travel sponsorship isn’t included in this, I’ll probably be doing a separate post about travel sponsorship after the holiday break.
Looking to get this out Tuesday, Dec 9th if possible. Because this is mostly informational content similar to previous announcements, I should have a draft up quickly.
