When I use GNOME Software to enable the Flathub remote, it’s added with the filtered option.
$ flatpak remotes
Name Options
flathub system,filtered
Is it really a filtered collection of apps? I don’t know how to test this.

The flathub remote is defined as to allow filters to be set by the user. However, no filters are set by default:
$ flatpak remotes --columns=name,options,filter
Name Options Filter
fedora system,oci -
flathub system,filtered /usr/share/flatpak/fedora-flathub.filter
$ cat /usr/share/flatpak/fedora-flathub.filter
# Unfiltered
