Fedora Workstation - Install image

This might be a similar question. Offline install is just with server dvd possible.

Can I do a fully offline installation of F41 minimal?

I have installed Fedora a number of times over the last couple of years. Always it demands an internet connection to complete, even if it is a Live USB that can boot to a desktop or console. There is a ‘source’ selection, I set the USB, but then it still won’t let me proceed and I must enable a network download. Am I missing something? (Related to Fedora installs I mean )
