Fedora taking a long time to boot up, GDM has no users, cannot access TTY

I’m running Fedora 37 on an Acer Chromebook 14. A few days ago (on 36), I started having an issue when, on a cold boot, the system would take 2 or 3 times the usual time to boot up after unlocking my drive, and when it did, GDM did not have my user account, just the headerbar and a grey screen. Trying to Ctrl-Alt-F3 to get into a TTY made the screen freeze, but did not actually give me a TTY. Upgrading from 36 to 37 did not help.

After repeatedly restarting, it eventually boots up (but still takes a long time)
