I get a warning when I click on the FedoraMediaWriter-win64.exe on my Windows PC:
“Do you want to allow this app from an unknown publisher to make changes to your device”
Should I just ignore it?

Yes you should ignore it, as long as you downloaded it from a Fedora website or mirror.
