One of the reasons that I think “Fedora is not a product” is the correct position is that as a project, Fedora isn’t for anything. It doesn’t have acceptable use cases. It doesn’t discriminate. It doesn’t dictate a purpose.
Meaning and purpose are things you supply, as the user. The project only supplies the mechanism.
I don’t see anything about Hummingbird that fundamentally changes what Fedora is.
