laptop is fully up to date with 43. dicover says 44 is available. I select to upgrade all, and reboot, but it does not upgrade in the reboot cycle. I had no problem on my desktop. no errors are presented.

I don’t use KDE or Discover, and always am successful with version upgrades by following this doc.
Ditto to @computersavvy, use the official dnf upgrade process in the doc.
I do use KDE and I never let Discover do any updates of or to anything, but YMMV.
