Fedora 44 kernel regression prevents simultaneous WiFi+hotspot (worked in Fedora 43)

I am using fedora 44, and when connected to WiFi and then enable hotspot, WiFi shuts down leaving hotspot on.

what could be issue?

Further research shows:

This is a kernel regression between 6.19.13 (Fedora 43) → 7.0.12 (Fedora 44).
Fedora 43 kernel 6.19.13: Supported concurrent AP+client :white_check_mark:
Fedora 44 kernel 7.0.12: Broke concurrent AP+client :cross_mark:
