I did a fresh install on an older Dell XPS, updated it, added nvidia and edited the powersave features but the screensaver / powersave never kicks in.

We need a lot more detail in order to understand your problem. Unless you are still using a CRT display, screen “saving” is not needed, but you may not want to leave screen contents exposed when you are away from the system.
A good guide is to provide enough detail to allow others with access to similar hardware to reproduce the issue. To start, you should ensure that your software, including vendor firmware, is fully updated to be sure the problem hasn’t already been fixed and so it is easier to reproduce your configuration. If that doesn’t fix the problem, we need:
inxi -ezxx in a terminal and posting as web-discoverable pre-formatted text. inxi -ezxx sanitizes the output so it is suitable for posting. You may need to install inxi (it will probably pull in a bunch of small helper packages).
