Fail during upgrade from fedora 29 to 31

I did check trough these links (that the server is working but with low bandwidth =20, maybe it can be the problem):

https://admin.fedoraproject.org/mirrormanager/mirrors/Fedora/29
http://fedora.linuxman.biz/linux/
https://admin.fedoraproject.org/mirrormanager/

Or maybe the server is not working in your zone this days ( it should be strange) did you check if you can open this link? http://fedora.linuxman.biz/linux/updates/29/Everything/x86_64/Packages/

Can you go in in the server trough the web-browser?

In anyway try clean cache and do a refresh and check if it does work

sudo dnf clean all && sudo dnf --refresh upgrade

I leave you some post about related problems too maybe they will help you with some of solutions provides.
