F45 Change Proposal: Relocate Rpm Repo Configs To Usr [SelfContained]

I fear this will break lots of local scripts/tooling, but it seems like something we should indeed do. We may want to add some comments to the fedora-repos files explaining this change (to catch people who bother to look at them).

Should the change also place a README into /etc/yum.repos.d (similar to the README in /var/log) saying that things have changed? Sure, some people will not read a README, but perhaps a few will…

Is this the way things will work? If so, that’s not “too bad” - my only question is, is it possible to use /etc/dnf.repos.d and /etc/dnf.overrid.d? I’m not sure I fully understand why the logic for the placement changed?
