I think the solution should be dropping support for 32-bit packages that aren’t needed for compatibility. If 90% of 32-bit packages were to disappear overnight, most users probably wouldn’t notice. The ones people are concerned with in this thread for Steam and gaming are really impactful to the Fedora userbase, however.
