F43 Change Proposal: PostgreSQL 18 (self contained)

The upgrade instructions given in the Change Proposal do not seem to result in a successful upgrade from postgres 16 to 18:

Can't upgrade postgres after f42->f43

Ok, so I have upgraded from Fedora 42 to 43. All great. However, the postgresql-setup --upgrade fails with: ERROR: Cannot upgrade because the database in /data/pgsql/data is of version 16 but it should be 17 The changeset description and the Fedoara documentation both describe the upgrade to be done via postgresql-setup --upgrade. Apparently this is not possible though. So what? Was the changeset proposal sold with how easy it was to upgrade, even though knowing that it wouldn’t work? …
