Not sure if it’s the same, but my Fedora/monitor setup also had similar problem. In my case, I set my laptop screen as primary monitor and an external display (from ASUS) as secondary.
My situation is:
If the external monitor wasn’t plugged in, the primary screen goes to sleep as normal;
If I plugged the external monitor in, after 5 minutes of idle, both screen goes sleep initially, but then turn back on after ~5 seconds, in a very similar fashion mentioned in the main post. Through the machine in the main post seemed like a desktop.
What I’ve discovered after fondling the settings on the external monitor, is that if I turn off “Auto Source Detection” feature (see picture below), then both screen goes to sleep as normal.
Thanks! I first encountered the problem in 2020 since my correct Fedora instance was installed. I bookmarked the post back then to track their process, which they resolved by “(obtaining) a new laptop”.

Also, for future viewers who might be confused by this: this is a spited post due to the parent post being too old to be replied, even though the problem remain unsolved for years. And yes, I did not make up the title of this post and I’m not responsible for any possible misunderstandings caused by it.
To add to this thread - since it just helped me solve the same problem (screen either won’t turn off after the power saving screen blank timer is up or starts to turn off (dim) but then comes back on again).
In my case it was being caused by a Depzol KVM HDMI switch which has an “auto scan” and “auto detection” function. This seems to be activated by the “hot key” button on the front panel. If the “hot key” light is not on, then the monitors won’t turn off. If the light is on, then the monitors turn off correctly. Hope this helps someone!
(PS. the KVM switch, which I use to switch my two monitors at home between my linux PC and my work laptop, is otherwise excellent).
