Error in locale settings

Hi all,
once again, after another install, I am having problems with the locale settings. I just can’t get it right. It causes programs not to run (properly).

I run Fedora 43 KDE with at the moment this info:

In KDE settings I select the Region & Language tab and set the language to US-English and all other settings to Dutch (Netherlands).
First question: is this even possible to have, or should everything be set to the same setting?

When I type localectl status I get:

The directory /home/jan/.locales exists but is empty.

What do I need to do to get it right? I am getting so sick of this, I have installed and re-installed Fedora maybe 20 times since august and it never works.
Please somebody, show me step by step (cause I have no idea what to do) how I get this right. When it works for others then why not for me?
