Epel 8 metadata compression switched to zst prevent using createrepo_c and mergerepo_c

SInce may 8th my local koji builder is unable to regen-repo with the error :
Critical: Cannot load repo: "http://mirror.in2p3.fr/pub/epel/8/Everything/x86_64/" : Error encountered while parsing:primary.xml parsing: Cannot open /tmp/koji/tasks/9172/19172/createrepo_c_tmp_repo_hXDPxU/repodata/638550a2f5c26d650a2c3b1dc1aceb5dc079144aaf5e2136c46fe50277c359f5-primary.xml.zst: Cannot detect compression type

searching around I do not see why the change.
From my search only createrepo_c v 1 and higher support zst but this is only available in latest fedora releases 39 and 40 and both RHEL 8/RHEL 9 only have =< 0.2.

I am not sure where to report, BZ against createrepo_c for Rhel 8 and 9 as provided by centos and RH :
