The wording of that error is outdated, as we do not have a Contributor License Agreement — but the substance is correct. cla-done
means that you’ve agreed to the Fedora Project Contributor Agreement. Please see the documented Eligibility Requirements.

I didn’t even realize I’m not eligible to vote! Sorry! It’s not for Fedora community, it’s for Fedora contributors only.
That’s a somewhat blurry line in Fedora, as we want to invite all community members to become contributors — and as you can see, as we’ve set it now, the bar is not high. We do not have a formal process like Debian New Members Corner in Debian[1]
We’ve talked about making voting eligibility more strict. We don’t want, for example, someone who has not really been involved in the project — or who is even hostile for some reason — doing a social media campaign and getting not-really-Fedora-community-people to sign up and vote. But, in 15 years of Fedora elections, we haven’t really had anything like that happens. If that kind of thing does become a problem, we’ll have to revisit the rules.
In the meantime, we can make this more clear in our future communications so it’s less confusing.
