If you are just trying to download that one ISO file, then you should be able to find one that is close to you and browse the files to find the ISO you are looking for.
Edit: You’ll need to find a mirror that has the “Fedora Other”. For example: Index of /fedora-linux/alt

That particular mirror worked, thanks.
But I do not see a way how to find the others.
If you check the root page, of this specific mirror, Fedora is not listed:
It could be that they changed something ?!
Also the links on the mirror list are incorrect:
