Dosbox does not load its default conf file from the documented location

According to Dosbox wiki its default conf file is supposed to be loaded from ~/.dosbox, and it is versioned after the package.
On my system it does not load and instead starts up with defaults, but if I launch dosbox with the -conf option and specify that file then it loads.
Why does Dosbox on Fedora not comply with its documentation?

Use this:

~/.config/dosbox/dosbox-staging.conf
